The Details:

Arched white rounded retro serif text in a Cooper Black style reads "FUCKIN' TAMPA," above larger "TAMPAAA!" in two curved lines. A white halftone-dot portrait depicts Stevie Janowski's open-mouthed grin and swept-back, side-parted hair, fading out at the chin with a distressed screen-print texture.
